开放名单指除了政党以外,选民可圈选名单中的候选人以决定当选顺序,例如日本参议院选举是选人及选党,比利时众议院选制为选人或选党择一,意大利众议院则是依政党公告名单填写属意候选人。
其缺点为,因为选民可以自由选人,使得在地方上有名气或是知名度高的人容易当选,对比较没有知名度的新秀候选人或专业领域候选人不利,容易成为变相的“党内”复数选区制。另外相对于封闭式名单,会有较复杂的结果。
制度
开放式名单 (相对封闭)
“相对封闭”的开放名单制是其中一个候选人必须得到充分的配额票使自己稳定情况下当选。(从广义上讲,这个配额是总投票数除以要填补的地方数。通常所需的确切数字是黑尔数额,但也可以使用特罗普数额。)
该党赢得的席位总数减去达到此配额的候选人数量,即可获得未填充席位的数量。然后将这些连续分配给在原始列表中排名最高的党尚未当选的候选人。
开放式名单 (很大开放)
在“很大开放”的名单制度中,选举配额可以从上述配额中降低。然后(理论上)可能会有更多的党派候选人达到这个配额,而不是政党赢得的总席位数。因此,应事先明确清单排名或绝对选票是否优先于该情况。
开放式名单 (最开放)
“最开放”的名单系统是每个候选人收到的绝对票数完全决定“选举顺序”(列表排名可能仅作为“决胜局”)的系统。
该系统用于所有芬兰、拉脱维亚和巴西的多席位选举。虽然在芬兰可以通过掷硬币来解决问题,但在巴西以年长者优先。
自2001年至2016年,“最开放”的开放式名单也被用于日本参议院的96个比例代表制席位(另有其他146个席位通过多数制度,SNTV / FPTP系统选出)。
自由式名单
指除了政党以外,选民可圈选名单中的候选人以决定当选顺序,且可以连选至总选举人数。选民也可以以类似于累积投票的方式向一名候选人投票,并“删除”(德语:Streichen或Reihen,法语:latoisage)一些候选人的姓名。这使选民能够更好地控制选出谁要当选。
它在列支敦士登、卢森堡和瑞士的各级选举中,和用于厄瓜多尔、萨尔瓦多和洪都拉斯的国会选举,以及大多数德国各州的地方选举以及拥有1000名居民的法国基本行政区。

除开放名单外,部分国家或同时采用其他选举方法。例如上议院选举采用开放名单,下议院选举采用其他方法。
